Serving diplomacy with artificial intelligence

Victoria Shi is the new face of the Ukrainian Foreign Ministry. The artificially generated spokesperson was modeled after Ukrainian singer Rosalí Nombre. Rosalí lent her appearance and voice pro bono to the avatar to give Victoria a personal and culturally rooted touch.

Victoria Shi provides consular information. She does not write her own texts. That is still done by members of the ministry. Her job is to relieve the diplomatic staff so that they can concentrate on other tasks.

Each of her statements is transmitted by video. In order to avoid deepfakes, it is provided with a QR code. This code links to the official text version on the State Department website.

Victoria is the first avatar in the world to be used for official government communication. This is a remarkable step for a country suffering from Russia's war of aggression.
